The minutes of the first meeting of Comhairle Bhéaloideas Éireann record a memo, dated the 27 March 1972, from Seán Mac Gearailt, Secretary of the Department of Education, to the then President of University College Dublin, Professor J. J. Hogan, setting out the functions of An Chomhairle.

The composition, method of appointment and term of office of Comhairle Bhéaloideas Éireann are given in the memo and have been updated as follows:

An Chomhairle consists of ten members, appointed by the President of University College Dublin including not more than four persons to be nominated by the Minister for Education. Each member holds office for a term of three years, renewable at the discretion of the President of University College Dublin and of the Minister for Education in the case of the members nominated by them.
